Workforce Development Board

The Full Employment Council, Inc. is the Strategic Workforce Organization/Fiscal Agent for two Local Workforce Development Boards in the Greater Kansas City area:  Kansas City & Vicinity (KCV) WDB, which includes Kansas City, Missouri, and Cass, Clay, Platte, and Ray Counties in Missouri; and Eastern Jackson County (EJC) WDB, which includes Independence, Missouri, and areas in Jackson County excluding Kansas City.

Local Workforce Development Boards are regional entities created to implement the Workforce Innovation and Opportunity Act (WIOA) in the United States. Local WDBs are business-led, regional organizations whose purpose is to increase  access to and opportunities  for job seekers  to receive employment, education, training and support, to provide  workforce development activities to increase employment, retention, and earnings of workers, in order to improve the quality  of the workforce, reduce welfare dependency, increase economic  self-sufficiency, and meet  skill requirements of employers  in order to increase prosperity and economic growth of the region.  The local WDB's role is to direct federal, state, and local funding to workforce development programs. Local WDBs are key regional partners for workforce needs. They work in tandem with partners including the Missouri Division of Workforce Development, the Missouri State Workforce Development Board (MoWDB), local economic development organizations, local service providers including not-for-profit and faith-based organizations, community colleges and other educational institutions across the state, and federal (U.S. Department of Labor) and state agencies, to provide services and products to assist job seekers and businesses.

There are 14 Workforce Regions in Missouri, which are led by a Local WDB. Chief Elected Officials (CLEOs) appoint members of Local WDBs. These appointed positions are unpaid. A minimum of 51% of a WDB's membership must be local businesses representatives. There are also designated seats for representatives from labor unions, educational institutions, economic development agencies, community-based agencies, Job Corps, vocational education and rehabilitation partners, state unemployment insurance, Division of Workforce Development/Wagner-Peyser, National Indian Agencies, TANF (Temporary Assistance for Needy Families) agencies, WIOA (Workforce Innovation and Opportunity Act) programs, Community Action Agencies, HUD Section 8 Providers, and Older Worker agencies.
