The Full Employment Council, Inc. is the premiere one-stop destination for job seekers and employers in the Greater Kansas City area. We offer training and services to help job seekers find a career and effective hiring solutions for businesses. For the program year 2016-2017 we served 27,954 job seekers and helped place 17,057 in jobs through job training and employment services.

Our Governance
The FEC is governed by two policy-making boards known as Workforce Development Boards (WDBs). (For more information about WDBs, Click Here!)

We are the one-stop operator and fiscal agent of the MO Career Centers for two Workforce Development Board (WDB) Regions: Kansas City & Vicinity (KCV), which includes Kansas City, MO, and Cass, Clay, Platte, and Ray Counties; and Eastern Jackson County (EJC), which includes Independence, MO, and areas in Jackson County excluding the city of Kansas City.

Our History
The FEC was created through the efforts of the Greater Kansas City Chamber of Commerce, the Civic Council of Greater Kansas City, the City of Kansas City, MO, and the counties of Jackson, Cass, Clay, Platte, and Ray. In 1984, a study was commissioned and funded by the Greater Kansas City Community Foundation's Affiliated Trusts, the Hall Family Foundation, the H&R Bloch Foundation, and the Civic Council of Greater Kansas City, which recommended the consolidation of all federally-funded employment and training programs into one organization to create program accountability, reduce program redundancy, and better coordinate private funds solicited for these purposes.

Toward that end, in October of 1986, the Urban Employment Network, the Kansas City National Alliance Businesses, the City of Kansas City, MO Private Industry Council Administration (PICA), and the Full Employment Council (FEC) were merged into one entity to create the current structure of the FEC. The reorganized FEC began serving as the one-stop operator and fiscal agent for the combined federal job training efforts. This innovative program approach served as one of the key program models utilized in developing national employment and training policy, and has been commended by state and national authorities for its innovation and cutting-edge programs. Most important to its success has been the business and community network and extensive development and execution of innovative workforce policies and programs. In 2017, the FEC under WIOA began its current role as the Administrative Entity/Fiscal Agent for the two LWDBs.
