Clyde R. McQueen serves as President and CEO of the Full Employment Council (FEC), the Administrative Entity/Fiscal Agent for 2 Workforce Development Boards. Since 1987, under the leadership of Clyde McQueen, FEC has provided progressive and innovative job training and employment programs in the Kansas City area. These two regions cover over 2,700 square miles, and serve urban, suburban, and rural areas, and over 1,000,000 people in population.

Clyde McQueen’s contributions reach beyond his commitment to workforce development. The people of the Kansas City region also benefit from his work on numerous boards, both locally and on the national level. He is a member of and has served as President of the U.S. Conference of Mayors, Workforce Development Council and is a member of several regional boards such as: the Clay County Economic Development Corporation, the Research Medical Center Board, The Greater Kansas City Chamber of Commerce Board Executive Committee, Past Chairman of the Economic Development Corporation of Kansas City, the United Services Community Action Agency Board of Directors, the Local Initiatives Support Corporation (LISC) Advisory Board, the United Way Income Impact Council, the Federal Reserve Bank’s Community Development Advisory Council, and the United Services Community Action Agency Board of Directors.

Clyde McQueen has received national recognition for personal and agency work in business magazines, including the New York Times as well as local periodicals and publications. He has received numerous awards including: “Professional of the Year” by the Missouri Association of Workforce Development, “Local Hero” by Ingram’s Magazine, and “Job Training Professional of the Year” by the National Alliance of Business.

Mr. McQueen previously served as the State Division Director of Training and Employment Development for the Texas Department of Community Affairs. Prior to this assignment, Clyde served as the Administrator of Technical Programs in the Texas Economic Development Commission, where he worked with communities and various business/economic development groups to develop strategies for attracting business and industry into specific regions of the state of Texas.

Clyde holds a Bachelor’s Degree and a Master’s Degree in Speech Communications and Political Science from Texas State University in San Marcos, Texas.

MsPennWeb-(1).jpgShelley Penn - Senior Vice President and Chief Operations Officer

Shelley Penn, MA, began her career with FEC in 1992 as a job developer and has served as the Senior Vice President and Chief Operations Officer of FEC since 1997. Mrs. Penn provides direct oversight of all operational staff, including supervising the delivery of all training and employment activities undertaken by the agency on behalf of its clients.  Mrs. Penn also provides direct oversight of the Business Services/Engagment Team comprised of 12 Business Service Workforce Development Professionals, in addition to managing major grants and strategic projects such as the TechHire Grant, America’s Promise Grant, the Health Professions Opportunity Grant (HPOG), the Welfare to Work Program, Employment Re-Entry Programs, WIOA Programs, and Veterans Programs.

Tirhas Kidane - Chief Financial Operator

Tirhas Kidane, MBA, serves as the FEC Chief Financial Officer. She is responsible for oversight of all budgeting, accounting, fiscal planning, financial management, internal control, and technology functions for the agency. She also serves as primary liaison with FEC's external auditors. Tirhas has been with the FEC for 17 years, and has more than 20 years of experience in successful financial management.
