Duties 

  • Responsible for developing employment opportunities for organization clientele and placing them into career opportunities based on training needs and career goals of individual clients

 Director of Planning, Program Development & Evaluation

This position is supervised by the President/CEO, and will be responsible for leading the planning, research and evaluation functions of the agency. The individual classified in this job is expected to perform all the details involved in the job, and on occasion, may be required to perform functions of a higher or lower skill level not included in this job description.

Responsibilities include, but are not limited to the following:

  • Analyze program data to determine impact of certain funded programs.
  • Ability to provide written request for proposals.
  • Conducting research to aid in the development and evaluation of FEC workforce programs particularly relating to the labor market, human resource and economic data.
  • Establishing and execute the evaluation plan to be carried out by the agency
  • Provide technical assistance to staff and contractors to improve program performance.
  • Conducting research to analyze labor market, demographic, and economic trends regarding economic and employment initiatives.
  • Developing and writing contracts in connection with Operational staff as well as grants, to submit for funding, employment and training.
  • Preparing plans and planning documents in connect with FEC management staff to determine the strategic operating objectives of the organization.
  • Compilation and development of written reports, surveys or other data to document outcomes of programs to funders, stakeholders and other interested entities.
  • Provide ongoing data analysis to communicate present and future, economic workforce trends.
  • Able to produce ad hoc research reports on workforce and economic topics.
  • Familiar with workforce and economic data, retrieve research and data on an as needed/ad hoc basis to meet organizations need.
  • Coordinate internal and external evaluation review with independent monitoring/evaluation contractor.
  • Develop labor market analysis growth and deficit employment trends utilizing economic and employment data on an as needed basis as determined by management.

Desktop Coordinator

This position reports to the Director Career Services

The individual in this position will focus on servicing Employer’s current job openings and providing information and job matching and/or follow-up services to the job seekers in a planned and outcome oriented manner.

Job Duties

  • Support and maintain in-house computer systems, LAN & WAN Systems, desktops, printers, software, phones, and peripherals. installing, diagnosing, repairing, maintaining, and upgrading all hardware, software and all IT systems while ensuring optimal performance, troubleshoot problem areas in a timely and accurate fashion, and provide end user, training and assistance where required.

Responsibilities

Career Placement Specialist

This position reports to the Director Career Services

The individual in this position will focus on servicing Employer’s current job openings and providing information and job matching and/or follow-up services to the job seekers in a planned and outcome oriented manner.

Job Duties

  • Provide job matching and/or follow-up services to job seekers as required by and within the time frame specified.
  • Will provide applicants with interview referrals and employer expectations one on one or through cluster sessions.
  • Provide job seekers with referrals to jobs and document job search assistance (i.e. resume match a minimum of (3) customers to every managed job order. (suggestion refer a minimum of (3) customers to open job orders.)
  • Assist WDE with verifications when assigned and complete the work number to document entered employment and retention for exited customers.
  • Conduct follow-up with job seekers and employers to determine retention of job seekers, or jobs, and to provide technical support and assistance to increase job retention
  • Make follow-up calls each week to job seekers or exited clients that have received job matching services or utilized the employment team research area to determine status.
  • Recruit and assist with coordination of employer initiatives 80% Response rate from effort.
  • Conduct follow up activities monthly for active and exited customers 100%.
  • Maintain a current pool of resumes by industry such as Manufacturing, Healthcare, IT, Logistics, Warehouse, Clerical and Finance.

Career Navigator/Prosperity Center
Reports to: Sr. Director Career Services

The individual is responsible for providing career counseling and recruitment services for youth, dislocated, and low-income workers who require classroom training to retain current employment, or ascend the career ladder to earn higher wages.

Job Duties
  • Work effectively with placement and career readiness team members to insure a customer friendly transition to implement training for follow-up services
  • Assist and guide clients in developing training and employment strategies that lead to career oriented employment.
  • Provides pre-training and post training employment services to assist customers in achieving their career goals 
  • Conducts orientations views on FEC programs

Career Development Executive/WIOA Youth Programs 
Follow-up Counseling Services/Cass County

Primary Objective: The Career Development Executive is responsible for providing career counseling/recruitment services for potential FEC clientele.  

Job Duties

SR. ACCOUNTANT

Reports to: Manager, Financial Services

Description/Job Function:

  • Day-to-day management of the FEC Federal Grants process from disbursement, to billing and collection and reporting process
  • Prepare weekly cash flow forecasts and cash draw downs
  • Reconciliation of revenues and expenditures against specific governmental and non-governmental grants
  • Reviewing and ensuring grant compliance requirements
  • Monthly closing and reconciliation of general ledger

Staff Payroll
Responsible for the timely and accurate processing of Payroll including but not limited to:

  • Review of time sheets approved and submitted to the account unit by managers
  • Ensure all payroll items and personnel transaction changes or additions are captured in system.
  • Reconcile each payroll with the appropriate supporting documentation.
  • Reconcile payroll related general accounts.
  • Ensure Proper payment of all withholdings
  • Assist CFO in developing and maintaining payroll work processing standards and documentation

Financial Aide Customer Support Specialist

This position is to provide financial support to the Career Services Director and work directly with the Financial Service Manager. The individual will be responsible for providing a high level of customer services to organization’s clients, i.e. Participants and Employers, as well as to training Institution. This position manages the process of financial aid (Training Vouchers and Supportive service vouchers, internship, On the Job training) and will coordinate work with the financial department 

Duties/Job Functions:
  • Reviews and processes Financial Aid package Training and Support obligations.
  • Inputting approved Obligations to the Participant tracking data base system and produce Career Center’s weekly reports for management
  • Review verify and match documents with support vouchers, or approved ITA  and input information in database, batch and transmit Package to fiscal department for payment.
  • Perform a wide variety of tasks in preparing, processing and or verifying Participants’ Financial Aid Package. (Class Room Training, OJT, Internship, Gas Card , Background Checks,  and other Support Vouchers)
  • Responding to and mitigating customer complaints, concerns and comment in a cordial and respectful way, escalating to mangers.
  • Manage customer accounts with relevant information as required for data management.
  • Communicate program updates and progress of the career center on a regular basis to Management.
  • Work with program mangers and Managing accountant to increase productivity and ensure efficiency in everyday task.
  • Reconcile and balance training and support obligations and payments monthly and perform the required Period end closing in a timely manner.
  • Responsible for providing Participants’ related financial information to Managing accountant in preparation of  monthly and annual fiscal closing  of books.
  • Reconciles obligation, deobligation and payment information with information from MIS unit and Fiscal department
  • Process documents and insure accurate intake of all eligibility/ financial aid forms as they relate to different programs.
  • Assist in the determination of participant’s eligibility and relaying information to the appropriate Program manager.
  • Lead prospective and current participants through the completion process of program enrollment as needed
  • Assist the Career Center team with Customer Follow up and request missing or incomplete documents from Participants

Career Readiness Executive
Responsible to: Director of Adult/Youth/Programs - Central City

This position description assists in the key factors of the job demand essential to evaluating job performance.  The individual is expected to perform all the details involved in the job, and on occasion, may be required to perform functions of a higher or lower skill level not included in this posting.

Primary Objective: The career Readiness Executive is responsible for identifying appropriate job opportunities based on training needs and career goals of individual clients.
Job Duties:
  • Conduct group instructional sessions on career options/techniques, resume writing,
  • Determine the job readiness of individuals completing class
  • Orient clients in developmental job readiness and keeping skills/motivation
  • Conduct job search seminars
  • Provide vocational assessments to clients
  • Provide follow-up activities to clients completing job readiness courses
  • Other duties as assigned
 
Knowledge, Skills and Abilities
  • Extensive knowledge of instructional techniques including but not limited to curriculum development, classroom instruction, program evaluation, group and multi-group facilitation techniques, and other instructional and evaluation methods as may be appropriate
  • Excellent communication oral and written form

  • Ability to be creative and innovative
  • Ability to solve problems as well as engage in a continuous improvement process
 
Qualifications:
  • Bachelor’s degree in counseling or education
  • Previous training/teaching experience required

  • Excellent communication oral and written form
  • Must have the ability to work in a culturally diverse environment
  • Must have reliable transportation and full coverage auto insurance

Primary Objective: The The primary objective is to provide job coaching, career development services and resource mobilization in the target industry sectors.

Career Development Executive/WIOA Youth Programs

Responsible to: Director of Youth

The WIOA Youth Counselor will develop, lead, execute and coordinate follow-up activities that facilitate successful retention, completion of training and employment counseling activities by youth participants in the program. These activities include but are not limited to:

Job Duties: Coordinate with partnering organizations to insure adequate Referral of clients to appropriate programs.
  • Monitoring toolbox activities daily to insure registered client are effective based on WIOA guidelines. To insure exits are managed so to facilitate positive performance standards in the system.
  • Provide written reports to management identifying the status of the follow-up system/counseling.
  • Insuring follow-up activities such as follow-up counseling sessions, making follow-up calls, conducting follow-up activities such as job clubs coordinating with other offices on non-traditional follow-up efforts.
  • Insuring the WIOA program goals are met and exceeded as it relates to the WIOA program. 
  • Actually conducting and participating in follow-up efforts. 
  • Developing follow-up strategies to enhance organization follow-up retention efforts (12 months). 
  • Perform any and all other duties to fully execute the counseling follow-up program. Sensitive problems, and presents possible solutions. Keeps all documentation accurate and up to date actively seeks to increase knowledge about employment/training system. 
Knowledge:
  • Extensive knowledge of the career management tracking system and follow-up/counseling techniques
  • Working knowledge of youth job training programs in particularly those available in the Kansas City and Vicinity Region.
  • Adequate working knowledge of computers and data systems.
Skills:
  • Excellent communication skills and writing skills
  • Skilled at developing and composing report formats
  • Skilled at performing multiple tasks while defining projects or tasks that may lack clarity
  • Skilled at engaging clients and other customers and stakeholders in follow-up efforts
  • Skilled in meeting and developing adequate timelines
Abilities:
  • Ability to work in a team environment
  • Ability to work in cohesive fashions that result in the accomplishments of goals and objectives and results in the motivation and support of team members as well as stakeholders

Qualifications:
Bachelor’s degree in education, sociology or related field. At least one year of working with youth in urban education programs in the Kansas City, MO area. Demonstrated ability to execute projects in a consistent and quality fashion. Demonstrated ability to work with management, peers and subordinates. Must pass background check. Must have reliable transportation, valid driver’s license and auto insurance.
