SR. ACCOUNTANT

Reports to: Manager, Financial Services
The individual classified in this job is expected to perform all the details involved in the job, and on occasion, may be required to perform functions of a higher or lower skill level not included in the job description.

Description/Job Function:

  • Day-to-day management of the FEC Federal Grants process from disbursement, to billing and collection and reporting process
  • Prepare weekly cash flow forecasts and cash draw downs
  • Reconciliation of revenues and expenditures against specific governmental and non-governmental grants
  • Reviewing and ensuring grant compliance requirements
  • Monthly closing and reconciliation of general ledger
  • Monthly financial reports for management and outside funders
  • Services involving procurement
  • Assisting with cash forecasting and budgeting
  • Perform other duties as assigned by FEC management

Staff Payroll
Responsible for the timely and accurate processing of Payroll including but not limited to:

  • Review of time sheets approved and submitted to the account unit by managers
  • Ensure all payroll items and personnel transaction changes or additions are captured in system.
  • Reconcile each payroll with the appropriate supporting documentation.
  • Reconcile payroll related general accounts.
  • Ensure Proper payment of all withholdings
  • Assist CFO in developing and maintaining payroll work processing standards and documentation
  • Print all Payroll reports, and all financial reports as needed by management for review and approval
  •  Prepare Monthly payroll accrual
  • Assist the manager of FS with payroll related task
  • Ensure accuracy of all employee vacation, sick time, and other leave balances

  • Research and analyze discrepancies and make the proper corrections; ensures the accuracy of payroll and benefit codes; researches and processes payroll and benefit adjustment entries.

Billing

  • Review financial reports and GL detail for local billable grants

  • Provide monthly AR aging report for senior Management

Financial Aide Customer Support Specialist

This position is to provide financial support to the Career Services Director and work directly with the Financial Service Manager. The individual will be responsible for providing a high level of customer services to organization’s clients, i.e. Participants and Employers, as well as to training Institution. This position manages the process of financial aid (Training Vouchers and Supportive service vouchers, internship, On the Job training) and will coordinate work with the financial department 

Duties/Job Functions:
  • Reviews and processes Financial Aid package Training and Support obligations.
  • Inputting approved Obligations to the Participant tracking data base system and produce Career Center’s weekly reports for management
  • Review verify and match documents with support vouchers, or approved ITA  and input information in database, batch and transmit Package to fiscal department for payment.
  • Perform a wide variety of tasks in preparing, processing and or verifying Participants’ Financial Aid Package. (Class Room Training, OJT, Internship, Gas Card , Background Checks,  and other Support Vouchers)
  • Responding to and mitigating customer complaints, concerns and comment in a cordial and respectful way, escalating to mangers.
  • Manage customer accounts with relevant information as required for data management.
  • Communicate program updates and progress of the career center on a regular basis to Management.

Payroll/Benefits Coordinator

This Payroll/Benefits Coordinator is the individual responsible for maintaining accurate record of employee benefits.  Employee benefits can include health, vision, and dental insurance; 403b plans, retirement funds, AFLAC, Short-Term and Long Term Disability.

Primary responsibilities include but are not limited to:

  • Complies with federal, state, and local legal benefit requirements
  • Maintain benefit records by developing recordkeeping systems; initiating new hire benefits; recording changes
  • Updating enrollment, terminations and changes in coverage for all benefits

Career Development Executive/WIOA Youth Programs

Responsible to: Director of Youth

The WIOA Youth Counselor will develop, lead, execute and coordinate follow-up activities that facilitate successful retention, completion of training and employment counseling activities by youth participants in the program. These activities include but are not limited to:

Job Duties: Coordinate with partnering organizations to insure adequate Referral of clients to appropriate programs.
  • Monitoring toolbox activities daily to insure registered client are effective based on WIOA guidelines. To insure exits are managed so to facilitate positive performance standards in the system.
  • Provide written reports to management identifying the status of the follow-up system/counseling.
  • Insuring follow-up activities such as follow-up counseling sessions, making follow-up calls, conducting follow-up activities such as job clubs coordinating with other offices on non-traditional follow-up efforts.
  • Insuring the WIOA program goals are met and exceeded as it relates to the WIOA program. 
  • Actually conducting and participating in follow-up efforts. 
  • Developing follow-up strategies to enhance organization follow-up retention efforts (12 months). 
  • Perform any and all other duties to fully execute the counseling follow-up program. Sensitive problems, and presents possible solutions. Keeps all documentation accurate and up to date actively seeks to increase knowledge about employment/training system.

Manager- EO Community Outreach/Recruitment Services
Primary Objective:
This position is responsible for oversight of all EEO customer service, EEO Marketing and Outreach; security protocol; facilitating monitoring and reporting on funded programs.

Part 1
Major Duties:
  • Listen to and resolve customer complaints, regarding services; products or personnel.
  • Monitor organizational service levels to customer base to determine service to targeted/underserved populations.

  • Meet with persons involved in equal opportunity complaints in order to verify case information, and to arbitrate and settle disputes as may be determined by the appropriate entity.
  • Coordinate, monitor, or revise complaint procedures to ensure timely processing and review of complaints.
  • Prepare reports of selection, survey, or other statistics and recommendations for corrective action.

Qualifications:

Experience:
Experience with Microsoft Office software with three to five years experience in customer service industry, knowledge of pertinent federal, state and local laws and regulations (i.e. EEO/Employment Law, ADA, ADAA, DOL, etc).  Knowledge of dispute resolution, arbitration, negotiation and mediation techniques, experience in fact-finding and conducting investigations.

  • Develop career strategies for job seekers utilizing assessments and other tools.

  • Market and sell organizations on the valued service FEC provides
  • Assist in special projects involving job training and FEC special initiatives as assigned
  • Must establish and maintain a customer follow-up system.

  • Interact with employers; identify employment opportunities, marketing for trainees and place through sales efforts
  • Conducts follow-up through job training and placement interaction with clients and exceeding individual, team, and agency goals
